The Ministry for Rural Affairs and the Environment, in concurrence with the Prime Minister and Minister for Finance, has published the proposed "Waste Recovery Scheme Regulations" for public consultation.
The proposed regulations aim at regulating the granting of refunds in respect to eco-contribution paid for waste recovered and recycled by producers/importers participating in the scheme subject to necessary permits. These regulations will establish a mechanism which will provide for the refund of the eco-contribution retroactively paid to the producer within the prescribed periods. Such refunds on eco-contribution will also be applicable for the recovery of eco-contributions paid during the years 2005, 2006, and 2007.
The "Waste Recovery Scheme Regulations" are being published for public consultation for a period of 4 weeks, ending on the 18th January 2008. Any person wishing to forward his comments on these regulations may do so on the address:
