Gozo is to be one single unified electoral district and strict proportionality between the number of first preferences and the number of seats obtained will be guaranteed when two parties are elected.
These amendments were passed in just one sitting in which both the Government and Opposition unanimously agreed, although Opposition Leader Alfred Sant lamented that the changes had been so long in coming and were now being rushed through Parliament.
The actual increase in the number of voters in Gozo, which took it beyond the previous constitutional limits was widely known to have been caused by some residents of Malta who were using a Gozo address to benefit from the lower ferry tariffs.
