Government orders the implementation of recommendations in Scicluna report

The Ministry for Justice and Home Affairs is publishing a report on the findings of an independent inquiry into the allegations of beatings of detainees at the Safi Detention Centre, which took place on 24 March 2008. The inquiry was carried out by Mr Martin Scicluna.

This inquiry was commissioned by the Minister for Justice and Home Affairs, Carmelo Mifsud Bonnici, after the allegations were made.

The Government has forwarded a copy of the report to the Armed Forces of Malta, with instructions to implement the recommendations made by Mr Scicluna.

The report reveals shortcomings in the manner in which the Detention Service's operations were executed against a few illegal immigrants; these included acts of excessive force during the man-handling procedures. However, the report could not identify beyond reasonable doubt as to who was responsible for these shortcomings and recommends that officers involved in the operation of 24 March be reprimanded and made aware of the findings of this inquiry.

The Minister for Justice and Home Affairs said he would like to thank Mr Martin Scicluna for his valuable contribution.

Whilst the Government is committed to ensuring that the dignities and rights of all individuals are both respected and protected in our country, it will not tolerate any violation of these rights.
