AD-The Green Party is asking entities such as Go plc, the Water Services Corporation and Enemalta if the deposits paid by non-Maltese EU citizens to these companies prior to 2004 have been refunded following Malta’s accession to the EU.
Arnold Cassola, Alternattiva Demokratika Chairperson, stated: “Non-Maltese EU citizens, unlike Maltese nationals, had to pay deposits against telephone land line subscriptions and water and electricity services prior to Malta’s accession to the EU. Now that Malta has joined the EU, these EU citizens should be treated like Maltese nationals and therefore have their deposits refunded.”
“We hope that non-Maltese EU citizens have been expressly informed of their lawful entitlement to apply for refunds of deposits paid prior to or since May 1st 2004,” concluded Prof. Cassola.














We have been told that we cannot claim a refund unless we own our homes outright ( ie: no leaseholders ).
Where does one go from there ?
Yes, you are right. WSC demands a deposit both from Maltese and from EU residents and foreign residents who live in rented properties. On the other hand until 2004, the utilities companies used to discriminate between Maltese and EU residents living in their own properties by asking the latter for a deposit.
What is certain is that discrimination exists between the treatment of Maltese nationals and non-Maltese EU citizens in the owner occupied sector.
