any competent skipper should know where his divers are and to turn the boat engine off when divers are near the boat

So why was the boat which had put the divers in the water in the first place still running it’s engine? If divers are in the water there should be a diver down flag in use the very purpose of which is to keep boats and their dangerous props away from that immediate area.
