It has been over a month now since Mepa halted work on the so-called ‘Dwejra interpretation centre’. The problem as I see it is that the work was stopped because of “possible deviations from the approved plans”, those deviations being the use of concrete instead of steel. Surely the main problem is that this monstrosity is going to look like a wart on the landscape no matter what is used for the actual framework of the building.
Whoever approved the construction of this ugly structure should be suspended immediately pending a full investigation. You can tell from the skeleton of the building that this is going to be a quite modern looking structure. Perched at the top of the hill overlooking the Inland Sea I ask you in what way is this going to fit into the Dwejra environment?
I find it very hard to believe that an Environmental Impact Assessment (EIA) was carried out in this case. Having said that we have to remember that EIA?s are bought and paid for by the developer, which is the main reason why this situation has to be changed. This is obviously a classic case of getting around the regulations. Proposals for a restaurant in this location have been turned down three times but by calling it an ?interpretation centre? that makes all the difference!
Once again I would direct MEPA to their own Policy BEN 2: which states; Development will not normally be permitted if, in the opinion of the Planning Authority, it is incompatible with the good urban design, natural heritage, and environmental characteristics of existing or planned adjacent uses, and is unlikely to maintain the good visual integrity of the area in which it is located.
It would appear that this structure breaks all of those rules and in so doing should be demolished immediately and the area returned to its former state.

This is what I cannot understand, my friend who has a field applied to build a 10 ft x 10 ft room, it was going to be between trees and under a passing road, but still he did not get this permit.
For god`s sake Mepa please treat everyone THE SAME PLEASE
Perhaps your friend did not have the necessary funds available to swing a decision in his favour, or is that just me being cynical!
Mr Tyrrell you really hit the nail on the right spot It certainly is 100% true what you just said in your reply It looks like you are very well informed on how we operate over here I do follow what you so often write about our environment which is deteriorating by the minute especially if the proposed MEGA project of HONDOQ goes ahead I beg you to keep on writing You certainly write nice and informative letters Keep on doing so

I think it’s a lovely-looking building. It matches the superb road down to Dwerja. Both will be modernised by the Maltese government under the aegis of the Minister for Gozo by …… must be the year 2060, I would imagine Ha! ha! If the Azure Window were really that important for Gozo, the area would not have been left to wrack and ruin. Shameful. I bet you don’t get a response from the politicians. As someone once said of a room full of these people a chill went around the room looking desperately for a spine to go down!
