Recent census data on the state of property in Malta, clearly shows the strength of the local construction industry, as well as the lack of sustainable planning. The report confirms such notion through elucidating that in the last past 7 years, property development increased by 47,821, whilst the amount of vacant property increased by 17,000. As a result, according to the last census, the number of vacant properties stood at 53,000.
“Such state of affairs strongly confirms the irrational stance as regards to the extension of the development zone” Moviment Graffitti said. Moviment Graffitti is hereby appealing to the concerned authorities to formulate a national plan for the better use of property in Malta. Such plan should give due consideration to a number of relevant issues, including; better use of land, reuse of vacant property, the protection of the natural environment, as well as due attention to the issue of affordable housing.
Moviment Graffitti therefore is urging Government to revoke any permits that have been recently sanctioned in a number of areas through the extension of the development zone and instead put forward a national action plan through the consultation and collaboration of environmental organizations, MEPA and other concerned entities in the area of property and housing.
Moviment Graffitti is of the opinion that Government is the exclusive entity which can take the necessary action to alleviate present difficulties enmeshed in the estate market, particularly to relating to inflated property prices. This can take place through the enactment of a number of measures based on issues of sustainability.
Amongst such measures, Government may actively consider the enactment of tax on vacant property (from the third property onwards), as well as other measures which provide subsidies loan interest rates. Furthermore, Moviment Graffitti is of the strong opinion that public land should remain public and not be sold for speculation purposes.
Moviment Graffitti therefore maintains that the endorsement of such rampant development is highly irrational and unsustainable, particularly in view of the fact that the benefits gained through utilization of vacant property is greatly disregarded.
