In its reaction to the Labour Party’s proposal on ID cards, Alternattiva Demokratika – The Green Party said that while the long overdue renewal of identity cards is a must, it is the whole concept of representation and democracy which should be discussed not just the technical details of the current flawed electoral law.
Michael Briguglio, AD Chairperson, stated, “Apparently Labour is only interested in patching up and proposing technical fixes. One would expect self-declared progressives to propose the strengthening of our democracy and not just technical adjustments to to maintain a duopoly of two parties which are bent on excluding others from the democratic process. Thus, one can only consider Labour’s proposals as half-baked.”
“Indeed, more than a year has passed since the public consultation process on electoral reform commenced, yet apparently there has been no progress save for a new call for submissions. AD has sent its proposals to the Speaker of the House.”
“As regards the reform of the electoral system we are proposing a double threshold, with a district quota of 16.6% that would allow an individual to be elected on her/his own steam, and a national quota with a threshold of 2 quotas for a party to be represented in parliament. This system is similar to that of highly developed democracies such as Germany.”
Stephen Cachia, AD Deputy Chairperson and spokesperson about democratic institutions, added. “AD is proposing a fair balance between democratic representation of voters and functional governance. We are for true proportional representation for all citizens, where each and every vote counts the same. Unlike PN and PL which work as a duopoly that excludes others from the electoral process, AD is putting forward responsible proposals.”
It is now 15 years since the Gonzi commission met in 1995 to reform the electoral law. Sincethen, the only constitutional changes to the electoral law have been made to suit the greed of PN and PL. Well-meaning Maltese people are no longer ready to continue being taken for a ride.
