		<description>Is this the same MEPA who have taken years to reach the conclusion that a power station with no filters installed in their stacks are not responsible for the black dust problems over the islands? 

Years when they have failed to ascertain where this black soot/dust is coming from and indeed what its chemical composition is. At least I&#039;m assuming that they don&#039;t know it&#039;s exact composition because if they did they would have a damned good idea where it was coming from.

Also being a Government authority one would assume that if they did in fact know the exact composition of this soot/dust they would have issued a statement to let the public know if it was harmful to their lungs if breathed in or not as the case may be.

And now they are launching an air quality plan. Good to know that it is in such experienced hands!</description>
